The NBA will never see College Basketball as the market mover, I dont think. NBA is an actual business and wont overpay just because college basketball feels like it needs to presently. There are so very few NBA spots on rosters

Thatsthe key. As long as there are limited roster spots available and the NBA remains the ultimate goal with real money. It won’t have to adjust to the college market

I would imagine that, going forward, the agents of players projected to be high 2nd round picks are going to be in discussions with prospective NBA teams as well as college teams. I think the market place is going to be making adjustments. It’s early days yet.
Edit: Or, if I understand correctly what I read today, and that the NBA’s new rule is that once a player withdraws from the draft, he becomes an unrestricted free agent and he is ineligible to enter it the next year, then why wouldn’t every 1st year player in college declare for the draft, withdraw, and then have his agent work the colleges against the pros. If his play warrants such. Of course, I may have completely misunderstood the NBA’s announcement.

Pretty sure they were already doing that this year which is why you saw several borderline 1st rounders going back to college.
But I’m not worried that an NBA team will sign a 22+ year old Euro away from college mid-season for several reasons. The minimum NBA salary for a 0 years experience guy is about 1.2 mil and it doesn’t have to be fully guaranteed at signing. Also, if a team is signing a player on a rest of season contract, it’s almost always a two-way or 10-day conversion. Occasionally it’ll be a multi-year vet after he finishes his season overseas. Teams don’t have trust in a guy who’s never played in the league before and previously went undrafted meaning all 30 teams passed on him as a 22 year old. What’s half a season playing a mostly non-conference schedule against largely overmatched competition by a guy older, bigger and stronger than his opponents tell NBA teams that they didn’t know from years of playing in Europe?

The NBA has a rule that any non-US player is autoeligible for the draft in the year they turn 22. They cannot withdraw or declare themselves ineligible. A person can only go through the draft 1 time. Once they go through and are undrafted, they are unrestricted free agents. This has been the rule for decades.
The clarification is that if such a player then enrolls in a US college which would otherwise make him subject to the US person draft rules, that provision does not apply and they are still an NBA unrestricted free agent.

My sorta point is the NBA or other pro ball is a career and you can maybe accumulate money. College is now simply one or two year payday

My understanding was that this applied not just to foreign players, but any player withdrawing from the draft, but, as I noted, I could be very wrong about this. Additionally, as things move forward, I would imagine that the contracts between player and school would have provisions, with penalties, to prevent players from leaving at mid-year to play elsewhere.

It applies to any autoeligible player. For non-US players, that’s the year they turn 22. For US players, it’s after they run out of NCAA eligibility. It doesn’t apply to US or foreign players who declare for the draft as an early entrant and then withdraws. Those players never went through the draft and the NBA/NBAPA would not leave such a loophole in the CBA. It would make the draft obsolete. Can you imagine if Cooper Flagg (and every other prospective draftee) entered the draft and then withdrew and was declared an unrestricted FA free to sign with any team for any permitted amount of money?
